Not later than two months before the date of the examination, the Data State Inspectorate shall announce an application for the examination by publishing a notice in the official publication “Latvijas Vēstnesis” and the website www.dvi.gov.lv. In order to apply for an examination, an applicant - a person who wishes to take the qualification examination (applicant) of a data protection specialist shall submit an application to the State Data Inspectorate. The examination shall have two parts:
- in the first subparagraph, the applicant shall provide written answers to 60 test questions;
- in the second subparagraph, the applicant shall address two practical tasks in writing.
The exam takes place one day. The length of one part of the examination shall be two hours.

Process description

  1. Fee for the qualification examination of a data protection specialist
    An applicant who wishes to take a qualification examination for a data protection specialist must make a payment in accordance with Cabinet Regulation No. 621, Regulations No 621, List of Data State Inspection Fee Services (Fee for Service is EUR 188,78) before submitting the submission to the State Data Inspection. On-the-spot payment cards may be settled for the service at the on-the-spot inspection on Blauman Street 11/13-11 or in a payment account:

  2. Submission of an application for the taking of an examination of the qualification of a data protect
    In order to apply for the service, the applicant shall submit an application to the Data State Inspectorate. The submission shall specify:
    1. given name, surname;
    2. the personal identity number;
    3. the e-mail address;
    4. telephone number if the applicant wishes to indicate it as an additional mode of communication;
    5. information that a fee has been made for the taking of an examination or a document certifying payment or a copy thereof (uncertified) shall be attached.
    Must be digitally signed with a secure electronic signature and submitted electronically in an e-address or by e-mail: info@dvi.gov.lv.

  3. Data Protection Specialist Exam
    1. Upon arrival for an examination, the applicant shall present a personal identification document to the representative of the State Data Inspectorate. A unique identification code shall be assigned to each applicant prior to the examination.
    2. Prior to the examination, the applicant shall be informed regarding the procedures for the examination.
    3. The examination shall have two parts:
    3.1. in the first subparagraph, the applicant shall provide written answers to 60 test questions, divided into three chapters:
    - 30 issues in this field - the theoretical basis for the protection of personal data and the legal framework under Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of individuals with regard to the processing of personal data and on the free movement of such data and repealing Directive 95/46/EC (General Data Protection Regulation) (hereinafter - General Data Protection Regulation) the Defence Regulation), and the Law on the Processing of Natural Persons Data:
    - 20 issues in this area - controller responsibility and security of personal data;
    - 10 issues in this area - the legal framework for the protection of personal data and case law.
    3.2. in the second subparagraph, the applicant shall address two practical tasks in writing.
    4. The exam takes place one day. The length of one part of the examination shall be two hours.
    5. The applicant shall take the first and second parts of the examination using the examination work execution page. The identification code assigned by the Inspectorate shall be indicated on the work execution page.

  4. Exam results
    A decision regarding the inclusion of a candidate in the list of data protection specialists, if the applicant has successfully passed the examination, or a refusal to list the applicant, if he or she has not passed the examination, the State Data Inspectorate shall take 15 working days and notify the applicant to the electronic mail address indicated in his application within five working days after taking the decision.
    If a candidate has not passed an examination, he or she is entitled to apply again for the examination. The number of exams is not limited.
